yeah Eye was awesome...I hated the covers that panic at the disco did and whats her face from evanescence (drawing a blank....amy lee? or something) anyways, I havent seen too many worth remembering. There was this one topless guy who was impersonating billy and it was surprisingly not that bad.

the guy playing the drums to an ode to no one was great, but all the fans covers were good they had the heart and passion ,the covers done by famous musicians suck my thoughts amy lee butchered zero my god she did it wrong and the panic losers version of tonight tonight sucked badly.

Yeah that drummer guy is pretty damn good. Rob Paterson's "Eye" is always a favorite of people who never even heard of Act IV before, so that says a lot. There is of course plenty more covers from various artists from that same show on the Act IV youtube.
Yeah you really can tell the difference between fan and non-fan covers. Not necessarily famous musicians per se, but when comparing fan made covers of any kind versus most commericial tributes, you can tell who has been influenced by SP. Original takes on songs are great, but not when you can tell that artist has never likely heard the song before.
That being said, that doesn't mean all fan covers are good. Having helped out with Act IV related projects over the years, I have heard hundreds of SP covers by bands/artists worldwide. Some of the covers are absolutely amazing, some of them fairly unlistenable, and others are somewhere in-between, where a cover is good technically speaking, but a bit underwhelming. And of course a huge range in between.
Sometimes it is not a matter of artists being talented enough or experienced enough, but some artists are better suited for some songs over others. Sometimes an artist will submit a couple of covers, and they will perform one song better than another even.
