Its a song by Starchildren; Billy Corgan's side project from 1990 - 1994. In it he performed music which didn't exactly fit the Pumpkins mould (Here is no Why was originally played by Starchildren). They had two releases: Delusions of Candor & a cover of "Isolation" which appeared on a Joy Division tribute album.
