It's a safe bet that most people here would say BC is their favorite artist but who do you think is just a better songwriter meaning lyrics and melody only.
I'll start with my list:
Conor Oberst from Bright Eyes
Bob Dylan
Tim Kasher from Cursive/The Good Life
or name some albums that have more accomplished songwriting then BC's work.

Elliott Smith was an amazing songwriter. It is unfortunate that he is no longer with us.
By the way The I of the Radio, who made you the authority on songwriters? These things are all subjective. Grow up.

Billy has written some good lyrics, but some of his lyrics just aren't that good. Doesn't mean he doesn't write good songs, though.
So there are lots of superior lyricists, but Billy is by no means at the bottom of the barrel—certainly upper-tier.
Probably one of the best lyricists that I know of is Bernie Taupin. He has written a ton of good songs in that they tell stories or evoke an emotion that everyone can relate to.

I am not sure. But will say that Doves as a band collectively write some great songs, not sure if they are better than Billy, but they are my favorite band aside from the Pumpkins.

i gotta go with my man Rivers Cuomo from Weezer. At least back in his prime during Blue Album and Pinkerton days around 1994-1997. Back then he was probably as good as Billy when it came to writing not only some good lyrics, but good tunes as well. I suppose you can discount his song writing after the Green Album because well, most of it is mediocre at best.
