Explanation: Triumph the Insult Comic Dog (yeah, the puppet thing)... for those of you that dont know, appeared on a show called Late Night With Conan O' Brien. (or maybe he still appears on the show...Im not sure if he is still on that show)

Apparently he was so popular at one point in time that the news anchors in Hawaii wanted him to do the weather report.
